When a floor covering is described as Water resistant it usually refers to the top layer but the floor product will only continue to be water resistant if there are no gaps for moisture to get inside the structure or underneath. So if it is a click floor you need to ensure it is locked in place and any edges will need to be sealed. You must also ensure there is no damp already present in the sub floor.
